The vote counting is finished in the southern, gas-rich department of Tarija. Surprisingly, MAS won a plurality in the department, w/ 40.78% of the vote. The next parties to win seats were: the MNR-FRI alliance led by Mario Cossío (31.33%), Podemos (13.68%), and MIR (6.09%).
As predicted, the breakdown of seats to votes wasn't proportional. Tarija's 20 seats, were awarded as follows: 10 for MAS (50%), 8 for the MNR-FRI (40%), 1 for Podemos (5%), and 1 for MIR (5%).
MAS won two department-wide seats (because it placed first), and total of 8 district seats in five different districts. MNR-FRI won one department-wide seat, and a total of 7 district seats in five different districts.
Frankly, based on the counting rules, I expected the largest parties to be punished more than smaller parties. But it also depends on how the smaller parties do across specific districts. And, of course, how well the larger parties do. I suspect that in departments where MAS won by larger vote shares (e.g. 60%), it would win fewer shares of seats.

NOTE: To avoid confusion, the MNR-FRI alliance is also referred to as Camino al Cambio (CC), which is what was printed on the ballot.
